Finn Right International Issues Urgent Demand on Day 990
Finn Right International, an independent human rights commission based in Pori, Finland, has issued an urgent call for the immediate and unconditional release of all Palestinians held in Israeli Detained facilities, marking 990 days since the escalation of the current crisis on October 7, 2023.
The commission released a detailed report on June 22, 2026, condemning Israel’s detention system and calling for immediate international intervention.
9,500 Palestinians Detained, Nearly One-Third Without Charge
According to the report, approximately 9,500 Palestinians including hundreds of children and women remain held in Israeli facilities.
Nearly one-third are detained under administrative Detained, held without charge or trial based solely on undisclosed secret evidence.
The commission documented cases of children as young as 12 years old subjected to this system, with reports of Detained under 12 also on record.
UN Experts Document Torture and Sexual Violence
The report cites findings by UN experts documenting systematic physical abuse including beatings, electrocution, waterboarding, stress positions, and restraints reportedly resulting in amputations.
Systematic sexual violence including rape and sexualized strip searches has also been documented. The UN Committee Against Torture concluded that Israel maintains what it described as a widespread and organized state-level policy of torture.
At Least 94 Deaths in Custody Since October 2023
At least 94 detainees have died in Israeli custody since October 2023, according to the commission’s findings.
Post-mortem evidence cited in the report indicates multiple rib fractures, internal hemorrhages, and organ lacerations in deceased detainees.
A child is among those who died in custody. No Israeli official has been held accountable for any of the recorded deaths.
Red Cross Blocked for Nearly Three Years
The International Committee of the Red Cross (ICRC) has been denied access to Palestinian detainees for 2 years, 8 months, and 15 days, affecting an estimated 9,000 to 10,000 individuals, the report states.
While Israel’s High Court recently ruled the access ban unlawful, the commission reports that new legislation has since been introduced to reimpose the restriction.
Ben-Gvir Named as Overseeing Detention System
The report specifically names Israeli Minister of National Security Itamar Ben-Gvir, who directly oversees the Israel Prison Service, as a central figure in the detention crisis.
The commission states that Ben-Gvir has publicly called for the torture and killing of Palestinian detainees, demanded executions, and ordered photographs of destruction in Gaza to be displayed inside prisons as a form of psychological abuse.
Chairperson Calls on Finland to Lead International Response
Shumaila Aslam, Chairperson of Finn Right International, called on Finland as a recognized advocate of international human rights standards to take a leading role in demanding urgent action.
The commission stated that 990 days of documented abuses and blocked oversight demand immediate accountability at the international level.
Six Formal Demands Issued to International Community
Finn Right International’s six formal demands are directed at the United Nations, all states party to the Geneva Conventions, and the broader international community:
1. Immediate release of all Palestinians held under arbitrary or administrative detention, including children and women held without charge.
2. Unimpeded and independent ICRC access to all Palestinian Detained across all Israeli detention facilities.
3. Full and transparent independent investigations into all allegations of torture, sexual violence, and deaths in custody.
4. Accountability for all perpetrators including Minister Itamar Ben-Gvir, and an end to institutional impunity.
5. Abolition of administrative detention and the unlawful combatants law used to hold Palestinians without trial.
6. Urgent international intervention to restore detainee monitoring and enforce compliance with international law.

Legal Framework: Geneva Conventions and UN Treaties Cited
The commission states that the documented practices violate the UN Convention Against Torture, the Geneva Conventions, and broader international humanitarian law.
The UN Special Rapporteur on Torture is cited in the report as stating that the volume and severity of documented allegations reflect a gross disregard by Israel of its international legal obligations toward detainees.
