Helsinki The Institute for the Study of War (ISW) has warned that Russia is laying the groundwork for potential aggression against Finland through an intensifying information campaign.
Analysts say the Kremlin’s strategy mirrors the rhetoric deployed before its full-scale invasion of Ukraine, aiming to weaken trust in Finland’s government and portray the country as unstable.
In a series of statements on Thursday, Russian officials escalated the narrative. Foreign Minister Sergey Lavrov claimed Finland had lost its “neutral gloss” and was embracing “revanchism,” while President Putin’s special envoy Sergey Ivanov asserted that Helsinki’s NATO membership had “effectively destroyed” bilateral relations.
The ISW report stressed that these narratives are designed to justify hostile actions and to prepare both Russian domestic audiences and the international community for possible escalations against Finland.
