Helsinki/Brussels The European Union adopted a new cyber sanctions package on Monday, naming several Russian state-linked actors, including the Federal Security Service (FSB), as responsible for malicious cyber activity.
EU Sanctions Package Names Russian Cyber Actors
The EU’s latest sanctions round formally identifies malicious Cyber Sanctions actors operating from Russia. The FSB, Russia’s principal security and intelligence agency, was among the entities exposed under the measure.
The announcement was confirmed by Finland’s Minister for Foreign Affairs, Elina Valtonen, who welcomed the bloc’s action against what she described as the misuse of the global Cyber Sanctions ecosystem.
Finland Condemns Russian Cyber Activity
In a statement, Valtonen said Finland condemns Russia’s malicious Cyber Sanctions activities and their exploitation of digital infrastructure. She did not specify individual incidents tied to Monday’s designations.
Following the EU announcement, Valtonen said she had summoned the Ambassador of the Russian Federation to Finland for a formal diplomatic response a move typically used by governments to register official protest.
Diplomatic Fallout
The summoning of Russia’s ambassador signals Helsinki’s intent to press Moscow directly over the allegations, aligning Finland’s national response with the broader EU sanctions action.
As of this report, the Russian Foreign Ministry and the Russian Embassy in Helsinki had not issued a public response to Valtonen’s statement or the EU’s sanctions package.
